Does anyone know if a FM Runtime application will be allowed in the new expanded Apple App Store?

No, nobody knows.

No app store policy or detail has been declared. Speculation seems pointless until that happens.

The policy and detail has been declared, but it looks to be for registered developers only.

I tried the link with my ADC account and couldn't get in so I think it is only available for the ones with a paid membership in the current iOS App store.
