The policy and detail has been declared, but it looks to be for registered developers only. I tried the link with my ADC account and couldn't get in so I think it is only available for the ones with a paid membership in the current iOS App store. Public page on guidelines for App Store Members Only Page with all the details I have seen quotes from it posted in places like Slashdot.org discussing policy.
