How can I lock individual records --- i.e., not allow further data entry into an individual 'completed' RECORD, but continue to allow it in other 'active' records?

A flag field and two layouts. If the flag is set to the locked value then goto a layout that only allows viewing of the data, otherwise goto the layout that allows data entry.
