OK still can't seem to get this up and running. I'm purely doing this for local development only with PHP.

I'm on Win7 x64

Installed to the C drive.

Uninstalled my copy of Java update 21, and installed Java update7

Bonjour was already installed and I left it alone

Installed and started up IIS7 and made sure its working OK. Basically left everything at default, put an index.html in the wwwroot folder and 127.0.0.1:80 works fine.

I completely disabled Windows Firewall just for kicks to make sure its not an issue

Installed FM 10 as a single user

Before running the Admin console pre launch page, I stopped the Filemaker service and updated to 10.2. After installing 10.2, it automatically restarted the service.

Verified that all four executables are running (fmadminserver.exe, fmserver.exe, fmservicewrapper.exe, fmshelper.exe).

Finally, I launched the prelaunch screen. It just loops with: "Please wait while the Admin Server starts..."

When I visit 127.0.0.1:16000 I get the standard HTTP 500 error: "Server encountered an internal error () that prevented it from fulfilling this request"

Anything else I can test or try?

Why didn't you let the installation complete before installing v2? Typically FMS requires a reboot after the installation before you can get going and you seem to have skipped this step...

Actually - the last step of the installation does not ask for a reboot. An item is automatically checked right before you click finish that immediately launches the admin console's prelaunch webpage.

I had also read that 10.2 fixed some issues with booting the prelaunch for the first time.

If what you're saying is correct, I should uninstall and try again by unchecking the "launch the admin console" at the end of the installer, reboot, and then try the prelaunch.
