I have a layout with a conditional format background field with different colours depending upon future week for each record.

This works well for any Account with Full Access privilege however Accounts with a lesser privilege do not have their records conditionally formatted.

Based on the information you've supplied, I suggest a 2-step process:

1) Work out what's wrong.

2) Fix it.

Start by working out what's different between the full access privileges and the other accounts. The conditional formatting must be using data that the other accounts cannot see.
