IWP will not deploy on Windows 2008 R2 IIS7

I am moving my FMSA 10 to a Windows 2008 R2 box. Everything installs fine except for IWP. I've added the ISAPI filters and extensions, configured default app pool for 32 bit, and ensured Anonymous Authentication is enabled and IIS is using IUSR. After completing the config settings using Deployment Assistant and clicking Finish, the FM Server goes into a continuous deploying state. The progress bar just keepings ripping back and forth endlessly. I've uninstalled and reinstalled several times trying different things with no luck. Any assistance would be appreciated.

were you able to get this resolved? i am having the same exact issue and have done exactly what you said you did and still happening.
