Is it possible to use the latest iPhone to connect to the Server Admin Console without any plugins or 3rd party applications. 360 Works AdminAnywhere seems like an expensive option if I'm going to use only on my iPhone. We are currently using FMSA 11 with Web Publishing on a Windows Server

Nope, AdminAnywhere is currently your only option.

Except maybe for some VNC app or LogMein so that you can take over another machine or the server itself and run the console.
