How can I put only FMGO12 users into kiosk mode?

Is there a way to create a custom profile that only puts select users into kiosk mode?

For example, send all users that are using FMGO12 to Kiosk mode..regardless if they are an admin or not.

Create another interface file for mobile users that is set to kiosk.

When you say interface, are you referring to a completely different database?

Yes, a different file. It need not have any tables or fields inside it, just an external file reference to the main solution.
