Sub-summary page breaks

I have a report that is sorted by two sub-summary fields, one being Step #, and one being Time.

 

There is also a sub-summary field below, which is again by Time.

 

Now I want the entire section to not cross a page break, ie:

 

Step # Above

Time Above

Body

Time Below

 

Should all appear on the same page. However, the page break options in the sub-summary sections only allow for each section to be on each page. So it turns to be:

 

Step # Above

Time Above

Body

---- (page break)

 

Time Below

 

And sometimes the Body for each section split across multiple pages too. While I could have a new page for each Time (Above) and that would generally fix it, I am actually looking to have complete pages, but just when the entire section crosses, it starts a new page..

 

Has anybody had something similar to this before and know of any work arounds?
