Priveleges issue - Grayed out Database Buttont

Trying to create privelege set with access to almost everything except "securty" settings.  For some reason when I give all priveleges the "database" button remains grayed out. See attached image.

Here are the privilege settings:

I don't think you can remove Manage Security privileges and keep Manage Database privileges. They go together.

First off, it probably is not such a good idea to create such a Privilege Set. But if you want to do it, then you have to script the Manage Database portion to cause the Manage Database dialog to open.  A user who has privileges to do this can create or remove tables and fields in the file.

The Manage Security core portions cannot be scripted.  This is by intent and design.  Access to the bulk of the Manage Security features requires a [Full Access] Account.

What are you actually trying to accomplish here?
