Operator Manual Portal Sort

I'm looking for technique that will allow a system operator to click and up or down arrow to determine where in the sort order of a portal an item will appear.  I know there are a few methods for this but can't seem to find a technique article on it anywhere.  Can someone offer me some help or point me toward an existing article?
