How to disable Edit layout Button option

I want to disable edit layout so that user cant edit it.But they can manage scripts.

Under File, Manage, Security, privilege sets, layouts...

I tried this .but also want create or manage script but dont want to edit layouts

scripts and layout have independent security, so My people can modify scripts bot not touch a layout.  perhaps I do not understand what you are looking for ?
