report leaving random page breaks

When i get my database to generate a crowd report it seems to make random page breaks, sometimes it will go right down to the bottom, then some times it will leave a massive gap, even though the next dates information will clearly fit on the page. I cannot see that I have set up any accidental page breaks. It seems very random and I have made sure the boxes that don't have information in them auto shrink to fit. Can anyone see why when you generate the crowd breakdown report it leaves gaps where the a date group would fit.
