sliding up command not working on my lines

Hi

 

On the all units layout I have added some vertical lines to try to separate some of the data. However previously when I have added in separation lines and ticked sliding up based on all units and also resize enclosing part the lines displays only as long as the information that is in it. However this time the line seems to stay at a fixed length and I cannot see what is different this time. If anyone is able to have a look and see what I have missed that would be amazing. As i have spent an hour trying different things and they all result in the length remaining fixed.
