Anyone ever gotten FMS 13 to install alongside WAMP (Apache on Windows) instead of using IIS?  Is there a way to reconfigure WAMP, after FMS13 installs and configures IIS, but then turning off IIS, so that it works nicely with FMS 13?

Nope, IIS it is.  FMS installed its own IIS-compatible components and would not know what to do with Apache.

Bummer.  Sounds like a two-machine deployment is in order.
