You indicate that:

there is a configuration that causes a substantial slowdown when syncing with FileMaker Server 13 (this is not an issue with FileMaker Server 10, 11, or 12). This adds about a second onto every XML request, so requests that would normally take about 20 milliseconds wind up taking around 1,100 - 1,200 milliseconds. To fix this, open up the file at FileMaker Server/Web Publishing/publishing engine/jwpc-tomcat/conf/server.xml

Is this still recommended for Filemaker Server 14 ?

From what I can tell, FMS14 does not have this 1 second delay. I'll update the docs, thanks for bringing to my attention.
