i have a portal filed that has two conditions.

if value is >10  calculated percent difference is old value +/- 10% returns green

if value is <10  calculated percent difference is old value +/- 1 returns green

if outside range returns red.

i have tried case conditions and the formatting works for the <10 condition only.

That's very difficult to understand. Is there a situation where the field should be neither green nor red? If not, you have only one condition.
