I am new to FM .

Can FM generate a stand alone app for the end user without needein the FM itself to run that database done with FM ?

Yes, it can, but some limitations apply - most notably, the application cannot be shared. See more here:

It means that the runtime solution cannot be accessed by multiple users. Unlike solutions opened in FileMaker Pro, that can be shared peer-to-peer over a network with other FileMaker Pro users, or solutions served by FileMaker Server.

Does it mean that each user has to buy its own FM to access that FM app along with others ?

Yes.

With FileMaker Server, you also have the option to publish your database with WebDirect, allowing users to access it through a browser.
