Sounds like it may be a good job for WebMerge, which generates static Web pages from exported database content. You can create templates using CDML-like syntax, and WebMerge makes copies of those, filling in your tags with the specified fields from your database.
WebMerge can be set up to automatically start gnerating pages on launch, and can even upload the pages via FTP, so you could add a button to your client's DB and they can update their site in one click.
