I am seeing if this can be done via a script / global fields .  I have gotten blood from a stone, by using my head.

I have two issues when the category is empty yet set to print lower left, i get duplicate output, second extra return at the top line of the last category

Perhaps you should start by telling us what exactly "this" is. That would make it easier to follow your script, not to mention suggesting alternatives.

Agreed with Comment: first thing first.

Second: I'd stay away from GoToRelated Record. Go to a layout, do whatever you need to do there. It can be debugged that way.

Third, always commit records after using Set Fields.

Could you not use a portal to print the marked items? I am still not sure what the purpose here is. Your PDF shows a nice list of specials, grouped by the category - and then some of these items are listed again in a box at the bottom. What is this for?

Once the Global Fields are set I plan on omitting the records from the body.

Now that's really confusing.
