Is it possible to create a privilege set that will allow editing of layouts?
 

Each time I try the manage layouts menu and edit layout button are greyed out. I have to log in as a full access admin user in order to edit. 

Yes, set your layouts to 'all modifiable' or 'custom' in the privilege set.

@Fitch that’s what I did, but they are still greyed out. It’s strange. Is there something else that would be overriding it?

Pretty straight forward, but it's just not working..

The "Available Menu Commands" needs to set to "All"
