Is there a way I can specify the PDF page to go to and view in the QLPreviewPanel?

By default, it always going to the first page of the document being looked at.

Sorry, but I am not aware of a trick to move to a specific page.

But you could quickly make a new PDF with only the desired page and show that one. See PDFKit functions to get one page.
