Can Server 2023 open FMP16 files without first needing to open and resave those files in an in-between version of FMP, like 19? 

All versions of Filemaker starting from 12 and up to the current version 20 use the same .fp12 file format.

Cool.  I thought I had heard/seen something about Server 2023 only being compatible back to 19.4...

Looks like I'll still have to get a newer Mac in order to run Pro, though.  Doh!

That's a different issue - a question of host/client software compatibility. It has nothing to do with the file/s being hosted.

Here you can see which versions of FileMaker Pro/Go are compatible with FileMaker Server 19.4 - 19.6. I wasn't able to find a similar document for version 20.
