If I purchase the developer edition of FM and distribute a runtime solution, can the end user have 10 different IP browser users access this solution or do they need 1 copy of FM pro for Web companion?

I do not think so, I think that the Runtime edition does not allow any kind of networking. They would need either to open it in a normal copy of Filemaker Pro or Filemaker Unlimited.
