Scroll within a Portal merely by hovering over it

Hi, I've come across a few designs where, in browse mode, hovering over a portal allows for scrolling. Can someone explain how this functionality is achieved? Thanks!

Disregard that. It appears that a specific number of portal rows needed to be included for the scrolling to work. However, I've noticed something peculiar. When scrolling up, down, and then back up again, I'm unable to reach the very top or bottom of the portal without a short delay. Strange, isn't it?
