Install plugin on server behind firewall

I have a client who's FMS is behind a firewall that prevents access to the outside world.  I am attempting to install SuperContainerCompanionPlugin.

This is the third FM server for this client.  The other two have the plugin installed successfully after I manually added the jre folder to the relevant locations.  I have done the same on this new server but get a different message in the log file:

SEVERE: [C++] An exception occurred during init: Unable to open FMS installation location registry key SOFTWARE\FileMaker\FileMaker Server\19.0\Services (2)

Can you advise please?  The only thing I can think of currently is that FMS was installed under an account that is not Local System, would this have any effect?

Just a follow up to Will's post. I believe this was an issue with older plugins that have since been resolved. Can you tell me what version of the companion plugin you are installing?
