new records not syncing

I have an inspector in the field they did a new inspection, the "log" table is spoke to hub one way so new records should push to the hub. However only three records uploaded. This seems to be only happening to one inspector, I had him email me the file and indeed I saw 19 records. In the MS script I don't have any customization for that table in the Hub section or the Spoke section.
