Does FM Server have any logs that track activity for files that are served up for various remote users?

Sure it has on Windows.

There are 2 logs, the current Events file called Server Events Log and an older log file called Server Last Events Log. This exists both on Mac and Windows and I presume Linux as well.

..however there is no application level audit trail trigger in FMP today. There are several workarounds documented in this forum and elsewhere. If your issue is 21CFR11, you have some work ahead of you.
