will the portal (relationship) speed slow down when a certain number of records reside within the parent database?

No with parent.

Portal will show considerable slowdown if it is sorted and large number of records is in Portal file.

....but it still would be quicker than a related value list...

...and you'll have more flexibility in how a portal sorts and what is displays...
