How to publish a FM database by a ISP.

At this moment I publish FM databases at my own computer. What I want is to upload my databases to my Internet Service Provider, but of course there is no Filemaker running.

Is there a way to publish FM database like ASP databases?

You simply need to find an ISP which supports FileMaker hosting. There are plenty of them around.

To explore some of the options, one place to visit would be the http://www.fmpro.org/ site. They have a special section at http://www.fmpro.org/search/Web+publishing/Hosting/ which lists various specialist providers of ISP services for FileMaker dbs.
