I have made a solution for my company. When switching between layouts in browse mode the layout twinkles. Some times more, and some times less. This is VERY disturbing!

Is this normal FMP behavior, or can i fix this?

I used to experience this with a slower network and slower machines when I had quite a few unstored calculations, especially in a list view or in portals.

I know the slower network, also had a redraw issue in which objects (even simple graphics) would appear one at a time.

I would heavily scrutize any/all unstored calculations and be sure that they are "essential" to the layout. Some you might decide don't need to be on every layout, and hence only slow down a couple of layouts.

There are many factors which contribute to flash or 'twinkle' and it appears to be more noticeable on Windows than Macs. There have been many discussions on the issue, but you might like to review this one Eliminating the Flash Effect

Graphics are not the only culprit and calculations can contribute as well. If you wish to post your file, we'd be happy to take a look for you. A certain amount of flash is normal. There are just too many variables to give you a specific answer.

Another factor, as Bruce J pointed out, is that ungrouped objects will appear one at a time, as they're drawn. It helps to Group objects, such as sets of buttons, which are together. Also, objects at the back are drawn first, so if possible arrange-send groups of graphic objects to the back. It doesn't make it necessarily draw faster, but it seems faster when groups on the layout draw at once, rather than objects appearing here and there one at a time.

If you have the same objects on each layout, try to get them exactly in the same place. Then they don't visibly redraw.
