FM Dev 7 runtime solutions with Windows 98

I have created a runtime solution in Dev 7 on a Windows 2000 machine, and I have attempted to run this app on a machine with Windows 98 second edition. The error I get is:

Error Starting Program

The SUPPORT.DLL file is

linkded to missing export NETAPI32.DLL:NetApiBufferFree

Could this be an incompatability issue with Dev 7 solutions with Win98 or is there a workaround for this type of issue. Thanks for your help in advance!

Filemaker 7 is not compatible with Win98 or WinME or lower. You need to have Win2k or WinXP to run it.

I have the same problem and resoprted to Dev 5.5 before importing to Dev 7. Best of all worlds.
