Something Very Weird In Layout Mode

Ok...I have a very weird thing...When I go to layout mode...the background changes to look like 1/2 paper and 1/2 gray...some of my objects are on and some are all off...

Looks very funny...but when I try to go make some new objects on the gray area it will not let me?

When I try to drag them off the white area it shows my a "do not sign"...

It was not like this when I started designing my page but now its like this...what can I do to fix it?
