I am new to FM. I want to make website in FM. Do I have to use FM as front end or HTML. If HTML , then how should i communicate between FM 7.0 and HTML

FM7 has built-in Instant Web Publishing that handles everything for you... no coding or additional pages required. FM4-6 had Custom Web Publishing that gave you more control, as well, but it has been discontinued in FM7+. If you need more control than what IWP offers, you will have to consider learning XML, php, or other more advanced technologies to use in your website.
