For some reason my portal scroll bar is not showing. I have selected show vertical scroll bar...and it is there because in browse mode, when I click approximately where it should be, the portal records do scroll. Also there is the plus sign in layout view. But why is the scroll bar not visible in any view?

You have your portal lines set to transparent.

Select the portal, right-click and select pen pattern. Change it to the top second-from left (solid).

Wait. I think transparent removes scroll ability so if you can scroll, it's probably not transparent, so you must just have your portal pen color too light! Same area - check the portal line pen color. And make sure the line is atleast hairline width.

Update your profile to show what version of FileMaker, OS, and platform you are using.

You need to define the line and color in layout mode.
