...to have two table sets and when a record is made in the first table it is also created in a second...but when a record is made in the second it isn't created in the first?

I do not have FM7 put in FM6. When making your relationship to allow creation of record check the box that states "allow creation of related record." For the other relationship do not check this box.

In this example we have two tables:

Products with Prodict_Id and Product_Name fields

Items with Product_Id and Quantity fields.

When you in items table put new Product_Id and type his name , this Record creats in products automaticaly.
