Files on Win 98 won't remember Relationships!!!

I have a file that won't remember any relationships except self-joins. I have the "Hide File Extensions" turned off in the folder options. Every time I open the files it asks for the related file. So I tell it where it is and every thing works fine until you close and open it again. THen it forgets again. I even tried recreating the relationships manually.

Anyone have any ideas?
