I'm not sure if this is the right place or not, but I was wondering if anyone could tell me if the file referance feature can be access remotly or via the web publishing feature.

Certainly not the web publishing feature.

You can make a file reference to a remote file as long as you have access to it from the "open remote" menu option. Meaning that the remote file needs to be accessible to a FMP client (through port 5003 on the host's firewall).
