Is it possible to run both FMS 8 and ARD on the same Apple computer so I can admin the FMS from elsewhere.

I'm not sure about that, but you can administer FMS remotely just by installing the server admin tool on the remote machine. You will be able to do most everything from the remote machine that you can do from the local server...

The ARD client is already on the FMS machine so all you'd need to do is start the service.

This is similar to running Remote Desktop on a Windows server, and there are no issues with it, except that you have to be very careful manipulating the files so you don't touch the live files.

The safest solution is what Reed mentions: just run the SAT tool from another machine.
