Sending multiple emails

Help!

I need to know how to send multiple (different, not CC'ed) emails from one form. I know how to send emails, but only one per form submission. I'm trying to generate reports for 10 people, each report being different, from one form. Can anyone help?

The only way with one format file is to use inline actions.
