This on may take one of the more advanced users to answer if it's possible at all.

I have a notes database and am going to allow users to edit their notes. I will be keeping track of who has read the particular note that is being edited. When the note is modified, I need to notify the persons that have read it immediatly.

The person editing the note is on computer "A"

The people that have read the note are on computer E,F and G.

Is it possible to trigger a script on E,F,G from the server to notify them of the change?

Trigger the script remotely? Not without a plugin... http://dacons.net/ -> ScriptFire.. (i think that one works for over network, if not, take a look at http://www.24usoftware.com/plugins.php).

There would be other ways to do this though (maybe not instantenous, but cheaper). You could, if you use custom navigation for example, just run a check for whichever records have been edited whenever the user moves to another layout. Or on edit, add a record to another table saying that this records been edited and have your script check that..

Is an audit log nessersarily a scripted matter??

While the navigation from record to record or layout to layout easily might be scripted in a way that the users modifies an invisible field when entering each layout or record.
