Localhost:16000 now not working!

I used the PHP Site Assistant to create a site to test out. It works fine if I place the site folder into: Hard Disk/Library/Web Server/Documents (but strangely not in my ~/Sites directory). Anyway, now when I try to open the FMS Admin Console through localhost:16000 it says "localhost can not be found" - I have tried 127.0.0.1 and my local IP address 192.168.0.2). Why is localhost on this port now not available? It's available on other Ports such as 631 and worked fine in the initial setup of the hosting of my database!

Re-install fixed it for now
