Runtime Folders on a PC

I notice that in FM9, 3 new folders appear when I create a runtime for my solution that weren't in the runtime for FM7 (at least not as unique folders)

Microsoft.VC80.CRT

Microsoft.VC80.MFC and

Microsoft.VC80.MFCLOC

What do these do? Are they necessary to port with the runtime when deploying the solution to other users?

I even deleted the folders SASL2 and XTPTrans.

So far so good. Have no idea what it does.
