FileMaker Server re-opens closed files after being rebooted

I have a couple of files that are closed on FileMaker Server while they are being edited, but every time the server reboots, the files are re-opened, suddenly making them accessible by the users again.

What is causing this and how can I get the files to stay closed until I say? :

turn off the auto start under the General settings. I like to leave mine off anyway.

If this is a literal statement of what is happening, this is not a good practice to be following.

Second, there is a manual that ships with the prodct. Look in the Documentation folder.
