This is a stupid question. On my layout, it shows the white behind it as paper size? Although I already have objects off the "white" I cannot move objects off the white. When I try a "circle with a line through it" shows up. Something has changed because it never did this before. What has changed and how to I put it back?

Maybe you have Page Margins turned on? Look in the View menu.
