Lock number of records

I have a table with exactly 192 records and it's important this number does not change. Is there a way to lock the number of records in a table to prevent the user deleting or adding records?

Yes. I'm working on 9 and don't know if there are any difference with 8, but I don't think so. Change the Access Privileges. Go to Privilege Sets and make a new one. For "Records" choose Custom Privileges and go from there.
