How do you update on a layout design without a user being able to access it while you're still tweaking it and satisfied you want to make it live?

How about doing the layouting on a clone not being online, and when the deed is done use this:

...to transfer your masterpiece say during a lunch break, after having kindly asked all users to log out, which often is the toughest part of all, but the transfer is usually down to 10 seconds...

You could duplicate the original, work in the copy. Then, when you're all set, select all in the original, delete and paste all from the copy.

Of course, to be really safe, keep a second copy of the original untouched. But you'll have backups if you need to revert.
