Is there a way of making a layout read-only regardless of user permissions?- read-only to everyone.

AFAIK you can't do this with a script or conditional formatting.

What are the conditions that you are wanting to do this under? Maybe you can do what you want through the Field Options?

Set the each field to be WITHOUT BROWSE mode access in Field Control > Behaviour.
