After I create the database I use Developer and I have no problem going through the easy to follow menus in order to create a Windows database. I see no option available for creating a set of Mac files.

You do not specifically create a runtime for Mac or Windows. It creates the runtime for whatever platform you are on. You need a Windows machine to create a Windows runtime and a Macintosh to create a Mac runtime.

And the database itself is both platforms compatible.
