Account name list on a layout?

Is it possible to have some sort of list (value list-drop down field, portal, etc) that could show account names? I am creating a run time solution with the option to add an account & delete an account. I would like the user to see what accounts are currently active. Does anyone know if this is possible, and if so, how to achieve this? Thanks
